School Resource Officer 

Our School Resource Officer program is in its 10th year in Fulton.  This is a cooperative agreement between the Fulton Police Department and the Fulton Public Schools.

Major Roger Rice is a specially trained police officer who acts as the Resource Officer for the Fulton Public Schools.  He maintains an office next to the assistant principal’s office at Fulton High School.  He makes himself available on a daily basis to students and school staff on a variety of issues.  Sharing his time between Fulton High School and Fulton Middle School, he teaches classes on law enforcement issues and is responsible for investigating crimes, which occur on school property.  He also attends all home sporting events providing added security.

He sits on the Fulton High School Security Committee, which makes recommendations to the school board on security issues at Fulton High.  Last year 6 more security cameras were installed at Fulton High along with new doors with keypad locks so that the building could be locked down to one student entrance.  This year an enclosed walkway between the main building and the vocational building and 6 additional cameras will enhance security. 

The School Resource Officer is not in the schools as a security guard.  The concept is a triad approach of Teaching classes on law enforcement issues, Counseling students and staff on law enforcement matters, and of course Enforcement of the law on school property. 

Major Rice has been a certified DARE instructor for 19 years.  All students are familiar and comfortable with him when they enter Middle School and High School.  This familiarity makes him more approachable by students if they have problems, or are in need of law enforcement advice. 

The photos were taken at Fulton Middle School in a 7th grade class called Strategics.  This class is a life skills class that all 7th grade students rotate through during the school year.  Major Rice teaches 4 sessions.  The topics are designed to help Middle School Students make good decisions, by showing the consequences of their actions.  Topics include Drinking and Driving, Safe Schools Act, Search and Seizure and Drug K-9 Searches.   Lt. Lyla Robbins assists in teaching the Drug Dog lesson.  She is pictured here with her partner,  Bubba, who is Fulton PD's  veteran drug dog.
